Domestic Deployment of the U.S. Military: When Can the U.S. Military be Deployed to Address Domestic Situations?

Historically, deployment of U.S. military to address domestic situations ranged from disaster relief to enforcement of court orders to restoring order in the case of serious domestic disturbances.  The units involved can range from the National Guard to regular military.  What are the legal standards which permit domestic deployment of the military?  What functions can the military assume?
